Medical Marijuana Matters: The Workplace


Medical marijuana is now available to Pennsylvania citizens who qualify based on 21 serious health conditions. Currently over 95,000 patients are registered with the Department of Health; one or more of them could be your friends, coworkers or employees. Act 16, the legislation that makes Medical marijuana available contains provisions that protect patients and caregivers. Are you familiar with Act 16? How would you react to an employee or coworker who disclosed they were a patient?  Do you have questions about the Act or medical marijuana in Pennsylvania?  Its impact on the workplace? If so, please join us for an engaging lunch-and-learn on Wednesday January 16th, 2018. Presenting are Jennifer Smith, Secretary of the Department of Drug and Alcohol Programs and John Collins, Director of the Office of Medical Marijuana. They will take your questions about medical marijuana in the workplace, how it relates to the Act, the missions of the Department of Health and the Department of Drug & Alcohol programs and what you can do to address your employees in both a consistent and compassionate manner.

John Collins is currently the Director of the Pennsylvania Department of Health, Office of Medical Marijuana, and previously held positions as a public health program assistant administrator in the Department’s Division of HIV Disease, and as a Right-to-Know Law management analyst for the Department of Transportation. He is a certified allied health professional, holds an MBA with a concentration in marketing from Lindenwood University, and completed leadership training at the Wharton School, Aresty Institute of Executive Education, University of Pennsylvania.  John has over thirty years of executive experience in the private sector, as a division president, general manager, and chief operating officer managing existing and startup business ventures in the heavily regulated medical industry.

Secretary Smith began her career with the Commonwealth in 2004 in the Office of the Budget, beginning as an accountant and eventually becoming the office’s Director of Planning and Management in 2012 before beginning as DDAP’s Deputy Secretary in 2015.  Since assuming the role of Secretary, she has continued the Wolf Administration’s initiative to increase drug take-back opportunities, expand access to naloxone in communities around Pennsylvania, and, alongside the Pennsylvania Department of Health, released guidelines and protocols for “warm handoffs” that help overdose survivors transition into substance use disorder treatment.

Secretary Smith has also worked alongside Governor Wolf and other Wolf Administration Officials to ensure that fighting the opioid crisis remains a priority on the federal, state, and local levels. In 2017, the Wolf Administration secured a $26.5 million federal grant from the U.S. Department of Health and Humans Services as part of $1 billion included in the 21st Century Cures Act to fight the heroin and opioid epidemic and will be used by DDAP to expand access to medication-assisted treatment (MAT).

Directions: DIRECTIONS: From Rt. 230 (Cameron Street) via Arsenal Blvd, turn onto Arsenal Blvd. toward Route 22. At the traffic light just past the PennDOT Equipment Division turn left onto Pine Drive and proceed to the stop sign. Turn left at stop sign onto hospital/DGS Annex grounds. Follow the road, bearing right at the Y onto Sycamore Drive. Continue on winding road past a parking lot. Turn right onto Lab Lane. (You will be able to see building as you come around bend near parking lot.) Parking is provided on site, however, carpooling is recommended to make the best use of the available spaces.
